The research question
CABI 2036 studies how an organization can sustain or reconstruct the institutional basis supporting consequential action as time passes, conditions change, different actors intervene, or later consequences emerge.
What it seeks to preserve
The focus is not simply whether a system has technical permission. The research concerns the relationship among evidence, institutional context, change and the ability to justify action retrospectively without manufacturing authority that did not exist.
Relationship with QEVYNOR
QEVYNOR is the public/commercial domain inheriting the Institutional Agency Integrity line. CABI 2036 remains a research architecture. That relationship does not automatically turn a CABI hypothesis into an implemented QEVYNOR feature.
Public limits
CABI is not presented as IAM, GRC, a policy engine, identity provider, enforcement system, legal advice or execution engine. Its public role is architectural research on institutional agency integrity.
Evidence state
The architecture and any residual versus prior art are subjected to adversarial comparison and real objects. Scientific novelty, product necessity, buyer value and production readiness are not assumed.
